Abstract

Current online crowd marketplaces are closed systems, workers and requesters are not involved in the development process, regulations and participation agreement are changed by the owner of the platform only and without prior nonfiction or approval of other parties, and statistics and transactions data are not shared openly.


This paper presents an alternative governance system, we called it systemic democracy, the system is built on three values openness, self-governance and continuous evolving, these values are implemented through sharing all performance and statistics reports of the platform, open innovation where workers and requesters propose modifications and new regulations and vote on them. We discussed and evaluate this system and the challenges of implementing it and what steps needed to address them.

Motivation

Open innovation has become a development model to many projects and companies, the core idea is users of the system i.e workers and requestors are more aware of it’s of needs and problems of the market. a well informed users through forums and access to the platform’s statistics and reports are better to decide on the development and design of the platform than group of developers in the current closed systems. also such design and development will serve always the the interest of the users not the founder of the platform

Related Work

Turkportion is an online activism platform for Amazon mech turk’s workers, the platform is created to make worker-employer relations visible and to provoke ethical and political debate.the platform was very successful to address the challenge of making the relationship betwen workers and requestors more clear but it only dealt with workers side also the crowd to be mobilized into a collective,however, was constituted by an infrastructure that they had no control over – the AMT platform itself, we argue that both workers and requestors should be have direct control over the platform through the systemic democracy and not only being active on advocacy side.

Insight

systemic democracy by well informed users and free flow of information and one person one vote approach.

System

There are two approaches we can take :

Approach 1

Representative democracy based on  :

1- Free flow of information, workers and requestors will have access to statistics and reports to no and types of : HITs, Workers and requestors, transactions, rejection rate, speed of payment, disputes, feedbacks and comments of the platform’s design, speed of payment, ..

2- Only raw data to be used to avoid any kind of manipulation, or leading the development in one direction.

3- Forums : Proposals are submitted to the public forum this step is a mandatory to inform the voters and to reveal the collective intelligence of the participants and allow for a better proposal before final voting.

4- Decision mechanism : Workers and Requestors who completed one year will elect 20 members who will be their representatives, these representatives will be in charge of development of the platform and drawing up suitable policy and procedures. researchers from outside the platform will be play a consultation role in the process.

Approach 2

1- the system is based on these premises : A not-for-profit platform, well-intentioned and independent researchers ,and crowdfunding.

2- Based on feedbacks from open forums, analysis of the platform, and other researches, researchers develop and modify the platform accordingly.

3- Workers and requestors will always have the right comment on the final decision by majority vote.

Evaluation

The system will be evaluated based on many criterias : No of ideas generated, satisfaction of the users, amount of transactions, and no of issues resolved. these show how open and self-governed the platform is.
